A new Cydia release called Wormhole, by developer candoizo, adds 3D Touch shortcuts to Control Center in iOS 10. This means that those who jailbroken with new Yalu jailbreak for iOS 10.0-10.2 can use this tweak. Wormhole allows you to turn two of your Control Center toggle buttons into 3D Touch shortcuts for visiting your favorite website and respringing your device.

So in order to add 3D Touch shortcuts to Control Center in iOS 10 you should download Wormhole tweak for free from Cydia. After installation the tweak will add its preferences pane to Settings app where you'll find few configuration options. Once done with configuration you must respring your jailbroken device to save your changes.
So now with the help of Wormhole tweak you can use a 3D Touch gesture on the Wi-Fi toggle to bring up a button for getting to a pre-configured favorite website, or use a 3D Touch gesture on the Do Not Disturb toggle to respring your device. Of course you can choose any website you want. The respring shortcut in its turn is non-configurable. That’s just what the developer happened to code into the Do Not Disturb toggle.
Those users who have jailbroken iOS 10 device but it doesn't support 3D Touch feature can use another tweak known as Peek-a-Boo that enables 3D Touch simulation in Control Center. Once Peek-a-Boo is installed on your device just tap and hold and then gradually touch your finger on your screen to simulate a 3D Touch gesture on your non-3D Touch display.
Keep in mind that tweaks like Forcy or RevealMenu won’t work with Wormhole, because they’re developed for usage outside of Control Center. So Peek-a-Boo tweak is a best choice for jailbroken iOS 10 iPhone.
