If you have jailbroken device you can easily disable the Clock app’s icon animation in iOS 9 with new Cydia release called LiveIconDisabler. As you may know with iOS 7 release Apple officially implemented animated hour, minute, and second hands to the Clock app’s icon that to reflect upon the actual time. LiveIconDisabler tweak gives you the power to disable them.
How To Disable The Clock App’s Icon Animation On iOS 9.3.3 iPhone
In order to disable the Clock app’s icon animation in iOS 9 your device must be jailbroken. Currently Pangu jailbreak tool is the only jailbreak available for iOS 9.2-9.3.3 devices. If you're already jailbroken head to Cydia and download LiveIconDisabler tweak for free. Once done install it on your device.
LiveIconDisabler doesn’t have any options to configure; after installation, it goes to work immediately and will turn off the Clock app’s icon animation on your iPhone right away. Note that it won’t affect the Calendar app, which updates the date on the icon on a daily basis.
The developer behind the LiveIconDisabler claims the tweak will save battery life by reducing the amount of GPU usage you’d normally be using from having an animated Clock app icon, but I have a hard time believing it’s going to be anything significant.
As far as power usage is concerned, that claim is probably a load of fluff, but for anyone who doesn’t like having unnecessary animations on the Home screen, this tweak could be worth looking into.
There is also another interesting tweak called Vettr that sets Apple Watch style nightstand clock when charging your iOS 9.3.3 iPhone. Once the tweak is installed and your device is connected to power source you’ll see your typical Lock screen, and just after a few seconds later the phone will display the time and battery level in the center of the black screen.
