Step1. If you don't have jailbroken iDevice go ahead and do it using Pangu tool for iOS 9,9.0.1,9.0.2 devices.

Step 2. Now grab Safari Close All Tabs tweak from Cydia's BigBoss repo. It is available as a free download package. Install it. There is no settings to configure, so once you’ve installed the tweak you can good to go.
